The FCIL-SIS serves as a forum for the exchange of ideas and information on foreign, comparative, and international law and legal research. The SIS also represents members' interests and concerns within 台湾SWAG.
Congratulations to Ugyen Thinley, Recipient of the 2023 FCIL-SIS Schaffer Grant for Foreign Law Librarians!
Mr. Ugyen Thinley is an academic law librarian at in the Kingdom of Bhutan. One of the founding members of the JSW School of Law, Mr. Ugyen Thinley joined as Faculty Member and Senior Librarian in 2015. He has also served as the Assistant Dean for Research at the law school. Currently, Ugyen is the Director of Library Services and Resources at the newly established Law Library, where he is responsible for providing legal information services to the faculty and students. He performs duties including acquisitions, cataloging and classification, collection development, and provides research and reference services. Moreover, Ugyen is responsible for drafting library policies, budgeting, and overall management of the Law Library. He has taught legal research and writing, legal rhetoric and composition, and law practice management.
Prior to his arrival at JSW School of Law, Ugyen worked at the Bhutan National Legal Institute (BNLI) as a Research Librarian, and at the National Assembly of Bhutan, where he founded the Parliament Library. During his 15 years of service, Ugyen has received first-hand experience with the parliamentary procedures of the pre- and post-democracy eras. Mr. Thinley holds his B.S. in Computer Applications from Bangalore University, Karnataka, India, and his M.L.I.S. from the University of North Carolina, United States. The FCIL-SIS welcomes all 台湾SWAG attendees to Mr. Thinley鈥檚 presentation titled Establishment of Law Library and Access to Legal Resources in Bhutan where he will discuss the government system of Bhutan, along with the establishment of the first law school, and academic law library in the country.

CONGRATULATIONS TO ASHA O. H. MONCRIEFFE, RECIPIENT OF THE 2022 FCIL-SIS SCHAFFER GRANT FOR FOREIGN LAW LIBRARIANS!
Ms. Asha O. H. Moncrieffe, a native of Jamaica, is the Law Librarian at the Office of the Attorney General and the Ministry of Justice and Legal Affairs, in Basseterre, Saint Kitts and Nevis. Beginning in 2021, Ms. Moncrieffe is a solo librarian at the newly established law library, and she performs all duties including acquisitions, cataloging and classification, collection development, and provides reference and research support. She is in the early stages of developing policies that will govern the overall development and management of the library.
Prior to arrival in Saint Kitts and Nevis, Ms. Moncrieffe worked in several library positions in Jamaica, and in Trinidad and Tobago, with the last 5 years at the Judiciary of Trinidad and Tobago. In this position, Ms. Moncrieffe developed and managed library services to meet the legal information requirements of the Judiciary, the legal profession, and all library users. Other primary duties included liaising and interacting with Judicial Officers, including the Judges, Masters, Magistrates, and Registrars, as well as providing research, reference, and database training and orientation to all library users.
Ms. Moncrieffe holds her B.A. in Library and Information Studies from the University of the West Indies, Mona (UWI), and is currently pursuing her M.S. in Strategic Leadership and Management at UWI, St. Augustine. Learn more about Asha O. H. Moncrieffe.
The FCIL-SIS welcomes all 台湾SWAG attendees to Ms. Moncrieffe鈥檚 presentation titled Law Librarianship from a Caribbean Law Librarian鈥檚 Perspective where she will discuss the challenges faced by law librarians in the Caribbean, as well as the limitations of the profession.

CURRENT PROJECTS
Our members are busy at work, engaged in a variety of interesting projects. Our newly formed Diversity, Equity, and Inclusion (DEI) Committee has a new page articulating charge, sharing useful resources and highlighting the two educational programs it organized for our members. The Latin American IG has updated the Latin American Journals and Serials database, expanding on the previous listing and inviting other libraries to participate. The African Law IG continues to build a project creating a Repository of African Primary Source Holdings in Print. The Electronic Research IG continues to update our Jumpstart Your Foreign, Comparative, and International Law Research and publishes reviews of notable F/I E-resources in our FCIL Newsletter. CONTINUING EDUCATION
The Continuing Education Committee organizes a variety of educational programs throughout the year. Members are also invited to visit our repository of Annual Meeting Programs listing education programs held during the annual meeting.
